Minutes for a meeting of the Planning committee of Burgh le Marsh Town Council

 Tuesday 12th January 2021 at 7.30pm.

 Remote Meeting.

 The meeting commenced at 7.45pm due to the preceding Extra Ordinary Meeting of the Town Council running overtime.

 Present:         Chairman Cllr N Cooper, Deputy Chairman, Cllr J Moss, Cllr S Blackburn, Cllr P Cooper, Cllr M Greenhalgh, Cllr P Phillips.   Clerk:  K. Stevenson

 Public             No members of public present.

216.21 To receive apologies.

 Apologies were received and accepted from Cllr R Gandecha.

217.21 To receive declarations of interest in accordance with the Localism Act 2011.

 Cllr N Cooper declared an interest in Item 4, Application S/023/01653/20.  Cllr P Cooper also declared an interest and will not participate in discussion.

218.21 To note general correspondence.

 No additional correspondence.

219.21 Application    S/023/01653/20: 

Applicant:       Mr S Rutter

Proposal:    Planning Permission – change of use, conversion and extension to existing agricultural building to be used under class B8 (storage or Distribution) of the Town Country (use classes) (Amendment) England Regulations 2020 and provision of outside storage area, and alterations to access arrangements.

Location:        Field Farm, Station Road, Burgh le Marsh Skegness, Lincs

Cllr J Moss took Chair of the meeting.

 The committee noted the planning amendment and neighbour comments received after the previous council consultation.   After discussion and vote it was agreed to support the application subject to Highways agreement.

220.21 Application: S/023/01544/20

Applicant:        Mr and Mrs Edwards

Proposal:         Listed Building Consent – alterations to the existing building to provide a new door.

Location:         9 Church Street, Burgh le Marsh, Skegness PE24 5LB

Cllr N Cooper re-took Chair of the Meeting.

After discussion and no concerns being raised it was agreed by all to support the application.

221.21   Application;   S/023/02315/20

Applicant:        Mr K & Mrs S Elliot

Proposal:         Planning permission – erection of 1 no. detached house with a detached garage with storage above and a detached outbuilding to be used a car display area and a gym.

Location:         Plot 9, Land Opposite 126 Station Road, Burgh le Marsh, Skegness

PE24 5EP

Cllr M Greenhalgh declared he would not comment or vote due to living opposite the development.

The committee noted the proposal.  The detail of a car display area was not explained in the planning application.  Plans were viewed in relation to the car display area and it looked to be one vehicle at the rear of the property.

After discussion it was agreed to support the application with a condition that the property is for residential use only.

222.21 Application:   S/023/02316/20

Applicant:        Mr A and Mrs T Hardy

Proposal:         Planning permission – erection of 1no. detached house with an attached double garage with a bedroom, dressing room and en-suite over and construction of vehicular access.

Location:      Plot 8, Land Opposite 126 Station Road, Burgh le Marsh, Skegness PE24 5EP

Cllr M Greenhalgh declared he would not comment or vote due to living opposite the development.

After discussion and no concerns being raised it was agreed to support the application.

223.21 Application:   S/023/02376/20

Applicant:        Mr and Mrs Perkins.

Proposal:         Planning permission – extension and alterations to existing dwelling to provide a front entrance porch and a balcony on the first floor, to include a rear dining / kitchen ground floor extension with balcony on the first floor.  Walls to be rendered or cladded.

Location:         84 Wainfleet Road, Burgh le Marsh, Skegness, Lincolnshire PE24 5AH

The committee noted the application and plans.

After discussion and vote it was agreed that the application was not supported.  It was agreed the property extension could cause potential loss of amenity to neighbours.  It is not aesthetically pleasing or in keeping with the street scene.

224.21 Application:   S/023/02400/20

Applicant:   A E Hewison

Proposal:     Planning permission – siting of 23 no. lodge caravans with sheds and decking, construction of internal vehicular access roads, lighting bollards, and biotech sewage treatment works (works started)

Location:         Catchwater Meadow, Orby Road, Burgh le Marsh, Skegness Lincolnshire, PE24 5JD

The committee noted the application amendments and site plans.

Concerns were still noted in relation to the impact on the countryside.   It was also felt the site was over intensified.  The chairman reminded committee members to judge each application separately.

After vote it was agreed not to support the application with the committees view remaining unchanged.

Cllr N Cooper and Cllr P Cooper abstained from vote.

 

There being no further business the meeting closed at 8.30pm
